Reminding eligible recipients of their eligibility is the first step to increasing adoption. Recipients often use a free local tax preparation service to file their EITC. If not, they are unlikely to claim EITC benefits. The availability of translation services could increase the reach of the Hispanic population, a community that has been shown to be less likely to receive EITC.

Bottom Line: Finally, intervention research looking to target newly eligible populations suggests that promoting the EITC as an “asset building” tool was most effective in increasing adoption.
